anyone having any issue of slow respond time from the server for users who located far away ? I have a user located 3000km away from the server and after typing in username and password, it takes up to 6 minutes before she manage to login.

I have asked the network team to check the network, doesn't seems like there is any issue.

currently we are using cognos express 9.5.

TM1 is generally not very good over the network. Six minutes sounds worse than usual, but generally running TM1 over a WAN is not a good idea. You either need to look at a Terminal Services/Citrix environment or use Tm1 Contributor.

Another (unlikely) scenario that might possibly be the reason if you're problem has been slightly misstated, is that a local server is starting up. Check this is disabled.
