Did this include taking a look at page 15 of the installation guide?
If you attempt to install TM1® Web on a system where the Microsoft .NET Framework is not yet installed, the TM1 Web installation will fail if the ASPNET user is not defined on the system.

Error 1609: An error occurred while applying security settings. ASPNET is not a valid user group. This could be a problem with the package, or a problem connecting to a domain controller on the network. Check your network connection and click Retry, or Cancel.

Have you tried applying the info you have found or were you hoping that simply browsing the IBM website would solve it?
Which of the following suggestions have you seen and/or applied?

You must define the ASPNET user before you install TM1 Web.
Edit: Alan beat me to it.

Hi viswaraju,

Not that this one is particularly hard to fix but if you do take the time to post that you fixed it, you might as well just let people quickly know how you did it.
Give and take.

Cheers
