When you did the installation you selected the
TM1 Perspectives option. This will install the pData sample.
pData is designed to be used only by someone who's running stand-alone Perspectives with a local server. (As opposed to one which is running as a service, even on the same machine.) Consequently there is no tm1s.cfg file in the pData directory, since local servers ignore that anyway.
To get sData or the Planning Sample (both of which
do have configuration files since they're intended to be run as services, not as local servers), uninstall your existing TM1 installation (just to be safe; it may not strictly speaking be necessary to do that but I would anyway) and reinstall selecting the option
TM1 - Install TM1 Server and Clients. At some point (assuming that you select a Custom install rather than a standard one) you'll need to specify the sample databases that you want to install. Read the installation instructions very carefully at this point, because the dialog is fairly fiddly.
Incidentally, the licence file tm1p8.lic has no bearing on the version; its purpose is to allow you to use the Perspectives version of the client, rather than the base Client which is designed for non-administrators. The licence is for Perspectives, not the servers. The "8" in the name doesn't make it version-specific.
