TM1 Web does not work.

Hi, I really got stuck TM1 web. Could you please help... ?
TM1 Server 10.2.2 64 bit was installed into Windows Server 2003 and TM1 Client 10.2.2 was installed into separate client PC (Windows 7).
And started "TM1 Application Server", "TM1 Admin Server", "TM1 Server instances" in Windows Server. (I did not change TM1 application server component properties. ).
http://localhost:9510/ or http://tm1_servername:9510/ does not work on TM1 server and client PC. It shows 5 squares.
ERROR LOG: I can see following errors. At C:\Program Files\ibm\cognos\tm1_64\logs\stderr_20140604.log

INFO: The APR based Apache Tomcat Native library which allows optimal performance in production environments was not found on the java.library.pat
However, file size of tm1web.log (C:\Program Files\ibm\cognos\tm1_64\webapps\tm1web\WEB-INF\logs) is 0.
It seems tomcat is not working on the TM1 server.
Do you have any idea to solve this issue?
P.S I could confirm that tomcat is running on task bar.
