Security problem in Cognos Express 10.2

Hi
I have problem with security in CX 10.2.

When i deploy application (not central), element security doesn't work. By this i mean element security on other dimensions not on aprooval.

For example. If i create Element security cube and write rule on dimension:

['January']=S:'READ';

It only works if i lock this element via Element Properties?

Any advice?

It isn't going to work for an administrator. Also, you have to refresh security after writing the rule. Have you done that?
