Add Cell level comments to TM1 10.1 Application

Hey, anyone tried adding comment at cell level in TM1 10.1 Application. As i am trying to do so, i could see the button "Add Comments" is grayed out. Any idea about this issue.

I have created an application with application type 'Central'. Pls find the screenshot attached.

It doesnt have approval herirarchy. Actually, it should not matter as i am concern about cell level comments. If you refer the same link, it says "You can enter comments for a specific cell in either Cognos® TM1® Application Web or in Cognos Insight. These cell comments may be applied from within the client to any application type, whether it has an approval hierarchy or not."

Quite an old post but may be someone has an idea:

we use an approval hierarchy application in TM1 Applications and would like to prevent the usage of the "Add Comments" function on cell level. I did not find any hint in neither the TM1 documentation nor in Performance Modeler settings.
So for now I gave up and assume there is no option to switch this function off - correct?
