Kindly help in solving the below issue..
10.2 TM1 on single system installation is done with out any errors, and starting of the configuration is also done with out any errors.
but TM1 Application Web is not able to listen the request sent from the TM1 servers. and the same problem is with PM also.
Not able to use PM and Application WEB due to the same issue.
Architect, TM1 Web is working fine and able to log in to any available TM1 serves.
Kindly find the below screen shot for the same.

Kindly let me know even TM1 10.2 is compatible with Windows 8.

Most forumers tend not to use the site over the weekend in general, as we head towards the holiday period (for the majority of users) I would recommend that patience may be required while waiting for responses.
That being said; for your second point you can find the supported environments for TM1 10.1 listed on the IBM website:

But as to your actual issue; you need to add each service for use within the Applications portal before you will be able to access them and in order to access multiple ones at the same time you will need to have the same logon credentials for each service. I believe the portal in 10.2 changed to:
http://localhost:9510/pmpsvc/sysadmin.jsp
But that link is just from memory and may be wrong.
When you first log into the portal it should automatically take you to that screen and have requested a set up; what I tend to do is keep a couple of the IBM demo models such as SData installed so that you can start them up and definitely be able to log on with "Admin" and "Apple" which lets you get to the sysadmin screen in order to be able to add in your real services (those demos finally serve some use as anyone who would actually use one for a demo deserves to be banned from TM1 and maybe computing in general for life.

Windows 8.1 is listed as a supported environment for TM1 10.2. I use it myself on my carry around laptop albeit I bypass the Metro cr@p with Classic Shell.
I encountered some connectivity issues with Muddler and related 10.x components - opening external data sources, and connecting Insight to TM1, hangs. This appears to be related to IE10, since a colleague running Windows 7 was able to fix it by rolling back to IE9 - but that's not possible with W8. I raised an SR and have been advised that a patch would be coming out quite soon....
