Cryptographic error conflicting for Cognos TM1 and Cognos BI

Hi All,
I am facing a new issue when trying to create a new TM1 Server instance and starting it.
The 'Generating Cryptographic Error' gets failed everytime I try to start the new instance.
Tried all possibilities described in the IBM sites. for example:

After many trial and errors, I have noticed that the problem is occuring because of IBM Cognos BI which is also installed in the same system (Win 2008 R2)
Stopping the Cognos BI server, and following the same steps again in the IBM link above, to my surprise, helps only on few occasions.
But I do not understand that the same thing does NOT work all the time. And this is just a temporary workaround solution (not sure of the actual root cause or resolution).
Btw.. I'm using TM1 10.2 version. Never faced such problem with 10.1 or earlier, even when Cognos server was installed on the same m/c.
