Existing Application error in 10.2

Hi All
I have an application working on 10.1 however when I moving it over to 10.2 I get the below error when adding the server into Application config.
I see on the 10.1 install directory there is a folder \\webapps\pmpsvc\WEB-INF\applications with some xxx.admin, xxx.model, xxx.security files.
I assumed this applications folder would be empty in 10.2 installation but it doesn't exist at all. As a test I copied the folder from 10.1 to 10.2 and then re-added the server in Applications Config but get the same error.
From performance modeller I can see all the objects but there is no application.
Any ideas what would cause this?
