Hello,
In my environment Win 2008 64-bit the Configuration TM1, which was working fine, closes after showing the splash screen. Has anyone had this experience? how to resolve it? Thank you.

You're going to need to give us more detail. Is this perspectives that crashes? Is the client you're trying to open on the server? If you're in some doubt give a quick run down of what you're to do from where,

I think the OP means that Cognos Configuration application crashes. If that is the case, I would start by looking at the Java environment on that machine. Cognos and TM1 software comes with its own Java Runtime Environment, but maybe it got corrupted or clashes with something else? Do you have any JREs installed (if yes, what version)? Is the JAVA_HOME variable set?
You can also fairly easily debug it by running Cognos Configuration using the following command:
<TM1_INSTALLATION_FOLDER>\bin64\cogconfig.bat -d > debug.log
Then look into debug.log for any warnings/errors.
