Contributor application: EDIT access implementation

We are facing a problem in implementation of EDIT right in Contributor applications.
As per IBM documentation EDIT right in Contributor is available only for LEAF nodes in Approval hierarchy.
Here is the problem:
Approval hierarchies for some Contributor applications are very big. For example, there are 1200 LEAF nodes in the approval hierarchy of one application. So we might end up giving EDIT access manually to all these 1200 LEAF nodes.
Note: User with EDIT access can only edit data, but cannot Submit it.

Do you guys see any other way of implementing EDIT access .... may be at Consolidated level ?
