CX Planner module - can we use websheets without Xcelerator?

Hi,
What do you think, if a customer purchases CX Planner module only, are they allowed to use websheets in Contributor? Basically you would need the Excel add-in to prepare such sheets but it belongs to the Xcelerator module.
A workaround can be that admins prepare excel sheets with TM1 formulas but in lack of the add-in they cannot test it, just simply attach to Applications in Architect and then add these to the Contributor applications through Perf.Mod. Of course in this case the Excel sheets can be only tested on the web.

A minimum requirement of any CX purchase is at least one administrator license which includes all Xcelerator client even if Xcelerator module was not purchased. As per my understanding there is no issue with including websheets developed in Xcelerator as part of a Planner application. The people consuming the application don't need to be licensed for Xcelerator. But the people developing the websheets would need to be properly licensed full admin if Xcelerator module was not purchased. I don't know why anyone would purchase Planner without Xcelerator though, doesn't really make much sense.

This is true:

However, my understanding was that you would need the Xcelerator connector purchased so that you are allowed to install the Xcelerator module on the CX Manager page.
I don't know why anyone would purchase Planner without Xcelerator though, doesn't really make much sense.
Because of saving money

this is a public sector client, using TM1 only for uploading yearly budget data, 4 very simple cubes. Then they report it with Report Studio.
One Planner User license costs less than half of the Xcelerator User price.

I have only worked on CX implementations where Xcelerator has been included, but I believe that as with all other IBM Cognos licensing it is "honour based and subject to audit", that is there are no software based mechanisms to prohibit installation or use of product features. However as an IBM customer you agree to conditions of license audit where a customer can be subsequently billed in arrears if found to be out of license compliance.
For a end user they only get the option to download Xcelerator if in the Xcelerator Users group, but there's nothing to stop an admin checking that group box even if the Xcelerator module is not licensed. If it is for a developer with admin group access then no issue, but be aware of the license compliance issues for an end user.

same here, fortunately
as Reporter module will be also needed, I think I'll go with the Complete Connector option and then we surely avoid breaking license terms.
