Does Cal of Cognos Insight fully support Rule?

Is it same as the TM1 rule?
When you use the Calculate options in IBM® Cognos® Insight, rules that perform the desired comparison or calculations are automatically generated. You can click the Set Cube Rules command from the Widget actions icon Widget actions icon to review or edit the rules.
