DPR-cmi-4006 Unable to determine the active content mngr.

Hi Experts,
Has anyone encountered this error in the Cognos Configuration? I am using an Oracle database as my content manager. After I created this content mngr, it was tested successfully.
But when I try to start the Cognos service, it doesn't proceed. I tried online solutions but didn't seem to work.
