Dropping sandboxes

Good afternoon from snowy Russia (it's intensively snowing already for second day and isn't going to stop - forecast says).

Is it possible to drop users sandboxes every day/week/month? We tried to delete files in data folder but it has no influence, files backed up themselves.

The reason is in departments there are several people with rights to change and commit data. If one of them change other user committed data then "commit war" start. Maybe my idea is totally wrong and there is nice around way to stop recommitting out-of-date data...
