New TM1 Application cannot be added

Hi Folks,
TM1 10.1 with or without FP1 installed
Windows 2008
Getting the following error when trying to ADD a new TM1 server to create a new TM1 application.
"The new server can be added but it may not be configured with all the options required by IBM Cognos TM1 Application."
"Logon failed for server 'BARLT027:PMDemo'. The tm1s.cfg settings for the server cannot be verified. Consult the installation guide and ensure that all TM1 settings required by IBM Cognos TM1 Application are enabled for this server."
The sample apps (GO_NEW_Stores for example) adds fine, however when I try to add a new non-sample I get the above error.
I have tried recreating my TM1S.CFG from a file that has deployed as a TM1 app fine (even got a colleague to test the TM1 server on their machine - and it deploys fine on another server).
I've completely uninstalled and reinstalled TM1 and applied the FP1 just to check that it wasn't something stupid.
Tried another TM1 server - same error message !.
Out of ideas...anyone else had this before ?.
