I have a user who has issue with Xcelerator where the description for individual icons are missing. Anyone has similar issue before ?

the user is using Cognos Express 9.5. I have read on the IBM website mentioning about disabling the ribbon by renaming file "tm1pRibbonX.xlam". But because the user uses the ribbon before, therefore the users wants the issue to be fixed instead of removing the ribbon.

Again too little information for use to help, Is this happening for one user or all users. If its one all you do is rename the existing ribbon and copy a fresh one that is working.
You are better of renaming the ribbon to be honest.

IBM have not fixed the performance of the Ribbon since 9x days and chances are this issue will be looked at but with the least priority.
