Is there a way to allow data entry into a string cell at a consolidated level after the node has been submitted, without having to reject down to the leaf level and take ownership?

Possible = Not Really

The issue here is that you can override TM1 contributor node security if you would like. Simply write a rule to the security cube. The problem you have is that if you go this route users will have entered data into their contributor sandbox. If a user has already submitted the data then the button to commit is greyed out thus leaving your data stuck in a sandbox that can't be committed.

The answer here is that you might have to use TM1 Web to get around this as users could log into the cube and directly enter data this way.

Be warned about overriding TM1 Contributor security though as once you get the base data out of sync with the contributor sandbox data it is nearly impossible to synchronize if changes still exist in the sandbox. You can always run a reset data but you would lose changes to the sandbox if you did this.
