We are planning to set up a new TM1 environment, can any one please provide solutions for the below questions
1)What might be a consideration to make when building a prototype model for a client on a 32-bit windows machine that requires hosting on a 64 bit windows machine.
2)While integrating Cognos TM1 with BI what are the key considerations to do with cube design and dimension configuration.
3)When rolling over a forecasting model used for financial planning for a new accounting year, what should happen to the P&L items and how the balance sheet is affected

Can I suggest you read through the forum and the FAQ section?
Your question are very general and it is not really practical to answer them.
Your final question is really an accouting question that will depend on the practices used in the area where the system is used. The users of the system should be able to tell you how they want the system to behave in this area.

Re the first point;
There's really no difference between a 32bit and 64bit environment, save for the obvious which is that you'll be constrained by a maximum of 3gb in 32bit environment (with 3gb switch applied), whereas in the 64bit world you'll only be limited by the amount of memory on the server.

Well....
When the X64 Wintel codebase started coming out I asked about memory limits, and Applix (then) advised, based I think on Micro$oft's docs, that the limit was 16 terabytes.
That's not _unlimited_. I've seen servers get to 0.4 of a terabyte already.
