Adjust Row Height (fixation) in Active Form

I can adjust the column width with fixation in active form, however row height adjustment does not work in active form with fixation.
With I did to get around with this is by adding one more column in TM1RPTFMTRNG and change the font size in this column. With this, I can adjust the row height of a row and without changing the data row format. Please see the screenshot.
