Cube Response and Environment

I am new in this role ( about 2months now) and have been tasked to review the performance of the model used within TM1. This model has several cubes which to this one cube which is eventually used by Cognos 8 for reports. This cube 1) allocates costs based on volumes (done via TI) and 2) calculates ratios at both n-level and consolidated level (done via rules). The problem is that as it stands this cube takes exceptionally long to refresh (about 3 min to refresh a single view at consolidated level) and thus impacts on the user-friendliness of the cube. The model resides within a virtual server environment ( with 16GB RAM; 1.87 CPU x 4).

Are there any suggestions that anyone can provide in increasing the turnaround time of this model?

3 minutes for a 'large' TM1 cube doesn't sound too bad to me - we have views (on a very complex model) which can take an hour or two to refresh. But if you really don't have any n: only rules in the cube, only ratios, then I'm rather more surprised at the refresh time, since consolidations are around 100x as fast as rules.
Executing a ViewConstruct after the TI allocations could help.
I also recall that the interface between BI and TM1 pre 10.1/9.5.2 wasn't that good - in particular, it suppressed zeros in BI rather than in TM1.
Try doing the report a second time, to find out whether it's TM1-bound or C8-bound.
