Users listed in Development environment were unable to acces

Eventually I am a TM1 developer, but I got a chance to administer IBM Cognos Express Server.
In IBM Cognos Express, Using administrator id, created users, provided pwd and assigned groups. Though I am able to see the newly created users, but those users are unable to access the server objects. I.e., when the users are trying to login with the user id and pwd, error message says - Client Name does not exist on the server?
Is there any thing that to be done, so that users can access server explorer?
