TM1 9.5.1 Multi-Server Configuration

Evironment:
Windows 2008 SP2
TM1 9.5.1 (64)
Clients (32)
Multi Server
Web .net...excel services...installed only the tm1 web gateway
App up and running. Admin Server...Excel services, perspective, architect... planning sample
When we launch the web: http://localhost/tm1web
get the screen to log on...but goes no where from there. Doesn't bring up the admin server...... should the web gateway install prompted...how can I point the gateway (web) to the app server to talk to the tm1 server. Does the tm1 server also need the web components...if like BI should not.. Can someone please help. I am getting conflicting stories..and the documentation leaves little to be desired...based on the environment above....am I doing anything wrong? Also...the web indicated to us that is needed adobe...why? I understand the tm1 web can export to .pdf...but I have never seen this error before....
