Problems at opening of cubes ТМ1 in Cognos BI

Hello
I have access problems to cubes ТМ1 from Cognos BI
In model Тм1 - one cube Test1
The cube has 2 dimensions: cfo and items
Cfo has the following appearance:
Total
Cfo1
Cfo2
I have 2 users
TM1 admin - has full access
TM1 cfo1 - Has access to elemet Cfo1 dimension Cfo
In studios Cognos BI (analisys, query, report)
User TM1 admin - sees all data of a cube
User TM1 cfo1 - does not see cube data
The problem consists in the following - if not to give access on top level dimension (for dimension CFO - elemet Total) it is impossible to open a cube in Cognos BI
