Temporary Lock out all of non Admin Users

Hi
We need to lock out all non Admin Users while we are doing a short period of critical work on the system. We do not want to have to revoke and reissue
passwords.
The best method I could come up with was to dump out }ClientGroups and zero-out with a reload to unlock the system using a TI process feeding from the earlier dump.
This allows the users to log in but they have no authorisations so they are presented with a menu tree of the main options but with no sub-options.
This will work, but I am interested: does anyone have a simpler way of doing this?
