Rejig and new policies

After a recent influx of some questionable posts, the admins have had a chat and set up some new policies which can be found in the General forum here, we've also created a link to the commercial forum from the front page and moved the OLAP Jobs forum to be within that commercial forum. Your email subscriptions shouldn't be affected.
