ClientMessagePortNumber - unique by ??

Tried finding an answer on this, but didn't see anything on the boards or in the doco.
For the clientmessageportnumber (from tm1s.cfg), is this unique by TM1 application or unique by TM1 Admin server? I haven't quite seen a definitive answer for this.
