can you any one please confirm if we can install the IBM PA 2.1 in Microsoft Windows Server 2025 ? .

Planning analytics is not yet supported on windows server 2025. Windows server 2022 is the latest supported version.
This is confirmed via IBM compatability report, link below:

Windows server 2022 was only added as a supported version last year. Based on past releases I'd expect it to be a year or 2 before Windows 2025 becomes a supported environment.
