TM1RPTELISCONSOLIDATED function does not work

I just ran into an issue when TM1RPTELISCONSOLIDATED does not work in PAX dynamic report. It does not recognize the level of the referenced element and sets all elements to either Leaf or 0 based on the first element in the subset.
I tried deleting all rows except of the first one and rebuilding the sheet, calculating the formula on the side. It looks like it does not recognize a hierarchy. If I recreate the report from the scratch, the formula works. Is there anything that can be done to fix it in the existing report? It's very large and complicated, and will be a pain to rebuild.
