It's true you need a TM1 DB to get anything out of PAfE....so I guess it is a prerequisite....Install TM1 Server

I think that if IBM had decided to deprecate CAM security for TM1 then would significant push back to say the least. It's a pretty significant component.
Granted the link to the document is worded in an inaccurate way, making no mention of the Ops Console.
I've not reviewed the whole page but some of the references may be cloud specific, i.e. the reference about using IBMid (which I don't think is true for the cloud anymore either).
