They are basically the same thing except that Contributor adds the workflow functionality. If you don't need or want the built-in workflow then use TM1Web. If you do, then use Contributor. It's not really an either/or type thing anyway, you can use both.

At the risk of confusing matters further, IBM's official name for 'Contributor' is 'TM1 Applications Web'.

Just to add that TM1 Web has longer shelf life, as IBM guy (at Sempre's Customer Day) said they are trying to re-write the Contributor/Workflow functionality from scratch.
Massive credit to Contributor/Application Web really, as they have been redeveloping this for over a year now...
Once they have, Application Web and PM will be exterminated.
Funnily enough, there was no demo, just screenshots of the new Workflow. So this may be at least 6-9 months away.
