Active Form is greyed

Hi Experts,
All the users login to TM1 prespectives 10.2.2 through the same terminal.
Few days ago we note that there are few users that their "Rebuild Current Sheet" and "Rebuild Current Book" are greyed out.
i will just mention that if another user opens the same Excel file he ables to press them.
I don't want to add a VB code in order to rebuild the sheet.
Does someone knows why its acting like this? and how it could be fixed?
