Cognos Express is already initialized

Hi everyone,

When i access the portal Cognos Express i have a error "Cognos Express is already initialized". I made my research in google and i found this:
"Resolving the problem
1) Stop all Cognos Express services:
- IBM Cognos Express
- IBM Cognos Analytic Server - CXMD
- IBM Cognos Analytic Server Admin Service
- IBM Cognos Express Advisor
- IBM Cognos Express Xcelerator Excel Service

2) move the logs folder content to a backup folder to empty the folder.
Logs folder location:
<Cognos Express folder>\logs

3) Restart the services
- IBM Cognos Express
- IBM Cognos Analytic Server Admin Service
- IBM Cognos Express Xcelerator Server - CXMD
- IBM Cognos Express Xcelerator Excel Service
- IBM Cognos Express Advisor"

But this solution doesn't work :s .

Someone have idea how i can solve this error?
