I was using TM1 9.5.2 and it was working fine. I tried installing TM1 10.2.2 but didn't change the destination folder (C:\Program Files(x86)\IBM\Cognos).
After installing I couldn't find architect in the system, IBM Cognos folder appeared blank in Start. I tried uninstalling and reinstalling both the versions, but it is just not working. I have tried deleting the folder (C:\Program Files(x86)\IBM\Cognos) and reinstalling still no success.
Please help.

Even though Architect is still a 32 bit application I believe you'll find that its executable has been placed in the 64 bit folder's bin folder, assuming that you installed the 64 bit server. Try looking under C:\Program Files\IBM\Cognos rather than under the x86 folder. (Mine was installed under C:\Program Files\IBM\Cognos\tm1_64\bin ).

I am trying to install 32bit and there is no Cognos folder inside C:\Program Files\IBM\ also.

Are you installing the client only (they actually (finally) have a client only install with 10.2, not that I'd call the package exceptionally small) or the full package? What's the name of the download that you're using for installation?
I cant remember if it errors or not but I have seen issues where people have done installs without following the "run as admin" option... I would be surprised if that went ahead and failed without showing any errors but just an idea.
After many installs I have seen a number of issues but I have never encountered it claiming to have successfully completed but having not actually done anything. To add to Alan's direction of questioning - there are (on the partner world site at least) about a million and one different install packages available; perhaps its possible you have actually installed a cafe only installer or i think things like BI interoperability can also now come in their own installer.
