Error Connecting to Server. Cannot open Xcelerator Client or Architect

Afternoon,
We have come across an issue where we cannot access Xcelerator or Architect on a Cognos Express 10.2.2 box.
When opening either application we get the following message:
Fatal Error
Error connecting to server xxx.x.xxx.xx-static.reverse.softlayer.com
Exception: xxx.x.xxx.xx-static.reverse.softlayer.com
On clicking Exit, the application does not open so we are not able to amend the adminhost to try FQDN or just the IP address itself to see if this resolves the connectivity issue.
This server has been happily working for the past 4 months and has failed overnight, this may well be due to Windows Updates but if I cannot open the application I cannot debug the issue.
I have changed the adminhost via the tm1.ini with no success and also the tm1s.cfg file in case this fixed the issue but obviously it did not. Interestingly enough TM1Web works as expected as does Applications Portal
Is there a configuration file which holds the Server Explorer adminhost value so I can change the value or will I have to uninstall the client and re-install and hope the value does not persist?
