Data Spread Logic while holding leaves

Hello, All
I would like to understand the back-end program logic behind following results.
1) Starting Point

2) I am proportionally spreading $50 for each account. Now Result would be

IF you see in the above image that 42002 account got $70 value instead of $50 value because we hold $20 (see image 1) and other cells had no values in to it. So it has divided $50 among three cells equally and held $20 and gave $70 consolidation value. As i spread
$50 at New Jersey level for 42002 account,why its not 50 at new jersey consolidation level. Now if i do data spread again with same $50 value at new jersey level for 42002 account than it would give me data as excepted. See Image below (image3). If i run data spreading twice than i can achieve what i want. is there any standard procedure or logic to achieve it than just a work around?
