Cognos Express 10.2 Fix Pack 3 Install Issues

Hi All,
We are having issues installing Cognos Express 10.2 Fix Pack 3 and the recommendation for IBM Support is to re-install. I would like to avoid this option as we are a week away from go-live. We have Fix Pack 1 installed but require Fix pack 3 in order to correctly install Xcelerator Client on users laptops/desktops (who have Excel 2013). On the server we have Excel 2010 (server 2008 R2), so no issue there.
The Issue
When installing Fix Pack 3 only certain files are being updated . The timestamps on some files have changed but the TM1s.exe does not? This is the first thing IBM support pointed which indicates we are still on fix pack 1. Upon completion there is a warning but it seems to relate to starting services (not transferring / updating files). I can post this if required?
As result when attempting to install the Xcelarator client through Cognos Express (download software) the following error occurs: NS-ERR-0075 The following prerequisites are missing. Please cancel this installation at the first opportunity and install them. "32-bit editions of Microsoft Office Excel 2007 or above"
Other Info
- There is no anti-virus software on the server (yet)
- I have local admin rights
- I ran the xcelarator client install as Administrator
IBM Recommendation
Re-Install Cognos Express – this is a lot of effort within a very tight timeline and would like to avoid it.
Other Recommendations (as per the forum)
1. Try to install Excel 2010 on users’ desktops/laptops? (might be viable but need to confirm)
2. Copy the Cognos Express Client folder (Xcelarator Client) from server to User’s laptop / desktop (I tried this still and had an issue)
I would interested to hear if anyone else has had this issue and if they were able to resolve it?
