Login Page "This program cannot display the webpage" error

Hello everyone
I am currently getting a strange error when users access our Cognos Express 10.2 environment from within the domain and via the VPN.
When on the network domain, either fixed or wireless the users are able to launch their Xcelerator Client and can see the CXMD instance, double-click it, and then get the TM1 Login webpage asking for a username and password. Once correct details are entered they successfully connect to the system.
However, if the same user connects from home, for instance, they connect via a VPN network. They then try to login to the CXMD instance, but this time the TM1 Login page is launched but does not present a screen to add credentials, but presents the following error message....."This progam cannot display the webpage".
Seems to me like it must be network related, but I have read a few items relating to an "IPAddress" TM1s.cfg entry. I've read up on this but I am not convinced this is where my issues are.
Anyone able to shed some light on this ?
