Contributor - Manage rights - No permission to perform opera

Hi Gurus,
On the Contributor, I am trying to Manage rights and I get this error "No permission to perform operation.".
Can any one help? I am the admin can anyone help?
TM1-10.2.2 is the version we are on.

Hi all,
I was able to manage rights after I delete the applications and re-import without security. And then set security.
This issue started after I did switched security from TM1 to CAM. Thanks everyone.
