TM1. TI Process in Web-Sheet.

Hi,
I have a Worksheet composed of an Active Form with an action button.
This action button calls a process that check application states and if application states not in (0) - moves data from cube to database.
Application include 2 nodes. First node state = "3", second node state = "4".
In Perspectives and Architect this works fine for all users, return states "3" and "4".
In Application Web - for users with ADMIN rights works fine.
- for users without ADMIN rights return state "0".
Why ?
