tm1 user access in contributor is not working

Hello All

We have around 100 users under different group. The user rights are working normally for 98 users. There are following problem with 2 users. Could you throw light on this issue if you have ever address?

>>>>User 'A'is able to take the Ownership of 'X' region and input the data --->Normal behavior
>>>>User 'B' is also able to take ownership of 'X' region but couldn't able to input data. He is able to Input data in perspective after taking ownership from contributor but not able to input data in contributor.

In short, 2 users having same writes for same group but the output is not same. The one user is able to get ownership but couldn't able to input data in contributor but able to do it in perspective.

I reset the application and also check with user but problem still exists.
