TM1 v 10.1.1 - Microsoft Visual Basic Error Msg

Hello,

I have install IBM Cognos TM1 version 10.1.1 client locally on a Laptop with Windows 7 Pro (32bit O/S, 4GB ram, 500GB HDD, Office 2007 with SP3, local user account is part of the Administrator Group) when I launch IBm Cognos Perspective application I get the following error msg within Excel 2007. ( I have uninstalled, re-installed the TM1 Client v10.1.1 again, same issue)

"System Error &H80040411 (-2147221231) Classfactory cannot supply requested Class" then I press the ok button, then get the next following error message "Out of Memory" has any seen this before ? and is there any resolution for the error messages.

I tried install the TM1 v10.1.1 on a Windows XP desktop and received the same error message.

Note: I did get it to install on another Windows 7 pro laptop and prespective worked like a charm, but then any other installations i have completed and run the Perspective application, i get the above two error messagaes in Excel 2007.

That didn't work, still getting the same error message. Only thing left to do, is backup up all the users data and reformat the user laptop and re-install everything. I don't want to do that if possible.
