ICAS in an Unhealthy State

My co worker and i are administrators for Cognos Express. We currently are using Cognos Express 10.2. We have recently run into an issue, and cannot make any progress as to what may be the issue. Here is our issue and logistics:

Issue:
When logging into Cognos Express Manager today, we get the message that "a part of ICAS is in an unhealthy state: Manager". We notice that the services for ICAS have been stopped and we cannot restart them manually or through Express Manager. We loaded data for the purpose of TM1 use on 3/11 and all was running fine. No chores were enabled and nobody was doing work on the system. We checked the logs and did not see any errors.

Logistics:
Cognos Express 10.2 running on Windows Server 2008
icognosexpress is a part of the Administrators group on the server

Please help!

Hi there,

Did you try restarting (Restart All) Manager and looking at the manager log? (VIew Logs).

There could be a corrupted TM1 transaction file. Try deleting "tm1s.log" in logs\express folder. Restart cxmd service and manager.

I have had several issues installing Planner and Advisor another day ( Unhealthy state message), restarting Manager solved the problem.

I look in the folder for the tm1s.log file and it is not there.i see the tm1server.log file.
