You mean after submitting the plan for review, planner can change the value even after the submission..........is it?

To reiterate....
TM1 Workflow doesn't actually lock submissions, unless you write custom TIs.
TM1 Applications/Contributor does.

Does TM1 Application/Contributor supports offline model, Offline model I mean, The user who do not have license for TM1, but still input data or participate in Planning Budgeting process in TM1, using offline sheets.
Workflow supports that.
