Which particular change in security allowed the users to see the picklists?
Was it elementsecurity? dimensionsecurity? etc

The change in the Clients/Groups security made the picklist available for the users. Unless i give the users the Admin rights in the Clients/Groups security for the application, i am not able to access the Picklist using any of the clients login.

A little old, but an colleague of mine came across this issue and found this solution:
The issue appeared to be that the users have to be given read access to the picklist control cube as well. If there is a picklist control cube involved in the cube and access not given then even the static dimension picklist will not work.

I was having this issue and found that there had been a picklist cube created at some point. After deleting the cube files and restarting the server it worked as expected.

I encountered the exact same issue with a static picklist and finally found that it was a security issue : one of the dimensions of the cube where the picklist was set, had element security set to "READ" for a non admin user. This not only prevents the non admin user to write into the cube but also prevents the picklist to be displayed inside the cube.
There was no cell security cube associated to that cube but, if there was one, I should've checked also the security defined in it.
