Do you mean that you want to prevent several users from making manipulations to the same cell 'simultaneously'?

My best guess at what the question means is

We don't want more than one user changing a version (Actual / Budget / Forecast) at a time. How can we make this happen?

If so the answer would be to grant the user reserve rights to the version so that they can lock other users out.

Or it's something totally different!
