How to "Specify data accountability in a plan"

Hi,
I am trying to get accountability setup in the PA 2.1.14. This is new enhancement and when I look at the implementation details in the documentation, I am unable to comprehend where the Database settings tab is in the plan page. Can someone help me?
Procedure
On the plan page, go to the Database settings tab.
Select a database from the Database dropdown list.
Click Enable database if the button is available.
If the Enable database button is not available, the database is already available to use.

In the Setup accountability section, select the dimension and hierarchy for data accountability.
You can only select hierarchies that have a single parent or root element. If you select a hierarchy that has multiple parents or root elements, an error message appears.

Optional: Select a subset of members to make available for data accountability tasks.
Click Create.
