This is due to a restriction in the Rest API and not PAW directly. We have the same issue with Apliqo UX and have also raised it with IBM.

update from IBM on the issue with only Admin being able to view specific error messages in PAW via ItemReject:
Hopefully IBM will pull their finger out and allow for custom messages to appears when processes are run from PAW.

So forget about this workaround!Please note that Development has reviewed the issue and confirmed that non-admin users are not expected to view the complete error message due to a limitation on the TM1 Server side.
Unfortunately the behavior cannot be altered due to system design limitations.
