is there a limitation on how many attributes per element I can have?

Either 'No' or 'It's a very large number'.

think main limit would be your sanity, especially if you try to use the GUI for any maintainence on it as its slower than a grandma on the motorway
Most we have is 15 i think, handles fine generally.

I agree. Couple of approaches which help:
a Turn control cubes on, then update the attributes through the cube viewer;
b (More extreme) add attributes (ie the attribute, not its content) via TI.
I built a backport routine for a certain TM1 version (hrmph) and found it not that tough to pump attributes through SQL staging.
