I'm going to give you the benefit of the doubt here and treat this post as asking whether a free version of TM1 exists. (To which the answer is "No". There are certain trial versions that can be obtained via IBM sales reps if you happen to be an IBM customer, but for the average Joe or Josephine in the street, your chances of getting a TM1 trial version is pretty much zero and the number of free or "express" versions is zero as well.)

I'm going to assume that you weren't asking for a warez version given these Forum policies that you should be aware of:
Requests For Passwords, Etc
Any requests for passwords to web sites, archive files, software applications, etcetera (other than the default one for the TM1 sample applications (which is in the manual anyway) or ones which are otherwise in the public domain) will be removed. Anyone who replies posting such passwords, without having legal authority to do so, may at the discretion of the administrators have their accounts suspended or deleted. This would not be done lightly or as a first resort, however.

Requests For Sample, Materials, Etc
Similarly, posts which either ask for or upload software, documents, or other materials which are not openly available but which normally require a password supplied by the creator / distributor of the materials will be deleted, and may result in a suspension of the poster's account.
In any case, with the train wreck that is the Docker installation your chances of installing it on a laptop with PAX and PAW working are almost the same as getting a free version. It can be done with the server component and the classic clients, but there is very little chance of getting the PAW and its pain in the @$$ connection string working on a personal laptop. I couldn't even get the sod of a thing to work on an actual AWS Windows Server instance.
